As Chairman of the City Plan Commission and Executive Vice President of Baylor University, Abner McCall remained a key strategist for the urban renewal projects in Waco. He recalls the differences between clearance projects, as in the Baylor 1A project, and rehabilitation projects. McCall also cites some citizens’ concerns over “separation of church and state” during the Baylor-Waco urban renewal partnership.
