Attempting to fight urban renewal in Waco, Cooper consulted with NAACP lawyers Ulysses Simpson Tate and William J. Durham in Dallas, Texas. Since federal and state courts approved urban renewal laws, Tate and Durham noted that little could be done to resist the encroaching agency.
