It seemed unlikely that North Vietnamese officials would grant a meeting to Waco’s delegation. They had recently declined to meet with over thirty other locally organized delegations across the United States. Yet, Henry J. Flanders recalls that, to the surprise of some, the officials held a meeting with the Waco group.
